The Sim Protection Agency (SPA) has recently noticed a surge in crime rates. Their solution was to develop a low security prison for even their worst offenders in hopes to rehabilitate them into the newly founded community, Newcrest. The SPA's goal is to enrich their inmates with skills in hopes of releasing them back into the general public. Minus cell beds, all content is from #BaseGame and there is #NoCC. This was created using the 25,000 simoleon minimum and has #PrisonChallenge reqirements.
