I know its an old challenge but...my anwser to a 20000 prison complex according to #simsupply for the #prisonchallenge. Since its now 2019, go ahead and lock those doors! I suggest expanding the cell block into the yard to accomodate growing numbers. (and of course expand the yard as you go) You probably should place on a 50x50 lot if youre doing the full challenge. #prisonstarter
