Inspired by Kristin/ swissfamilytravel's ig.com/p/BnZKt4UHsv0 I playtested the build. It took four Sim days to work. There's a canteen, gym, and sleeping quarters. You'll certainly encounter difficulties, give it 2-3 Sim days. If the prisoners are outside of their cells, try calling them over in the room where they take mug shots, click the cell door: Release from Cell and then Lock In Cell.
