This is a penthouse for an outlaw/crazy scientist. It is the perfect place to hide away, it looks normal on the outside but on the inside it is a lab full of the most high-tech equipment a scientist could ask for. I have only altered this penthouse slightly so you can change it for your sims and your storyline.
