My second build ever, back when I only had a few packs. If you have Discover University, you can assign roomates to each unit/room. Otherwise I've had success with selectively locking doors for everyone but specific sims. I used MisstoryPlays shell for this build.You can find the rules for this challenge on Sims-Online.com!
