If you want to actually use this hospital for your game you have to firstly, Go to work by clicking join when asked at start of your sims shift, once you are at the willow creek hospital type in cheat bar (CTRL SHIFT C) - bb.enablefreebuild - also - bb.moveobjects - while you are at it.
