You can easily fit 7 or 8 Sims as 2 families--just lock the doors for each family so they don't go in the other penthouse. Each modern penthouse has multiple private terraces, and there is a shared deck with pool and bar. One bedroom suite off the pool deck can be used for a housekeeper.
