It's made for 16 sims, instead of the full 32, but if you have MCCC, then you can just copy the 3rd floor up to make more room. I left the rooms unfurnished, provided two seperate laundry rooms and the showers are on the ground floor as per the anime. Each room should come with it's own Wash Closet (W.C) but I didn't furnish that either. Enjoy!
