I renovated the museum in Willow Creek to be a public aquarium! There is also a coffee shop on the lot, you just have to hire a barista or change the lot type. The aquariums and ponds need to be stocked (once per save file). The big aquarium on the first floor consists of several aquariums that are hidden beneath the rocks, so to stock it you have to move them out of the pool, stock it, and then put them back in (hit 0 to lower floating rocks).
