STORY TIME: ok so, I made this lil retail shop with an apartment above it, right? And it would never let me bring the kid sims there so I was like OH OK maybe kids aren't allowed in retail shops? Dumb but fine. BUTT--- here's the thing. I made the lot 'clothing optional'. Which is HILARIOUS in any other circumstance but not when you're trying to have a family live above the shop.
