I used T.O.O.L. mod from TwistedMexi. You don't need the mod for placing it. I build a small fishing boat on the water, where your Sim can sit and relax (it actually works). The engine of the games fisherboat annoyed me so I decided to build my own boat. Click the dark brown wood under the bench. Now you can choose to sit down.
