You have to builder a starter for 8. I dowloaded a Brady Bunch family from the Gallery and put them on a $2,000 lot in Newcrest and was left with $32,000 to build and furnish their house. It had to have a functioning kitchen, seating for 8 and enough beds to sleep all. You also had to have at least one fun activity.
