This is how old graveyards/cemeteries sometimes look here in Europe. Can be used as a residential for vampires, if they want to be in the constant presence of death. The thombstones could be replaced with the ones form Vampire pack (use cheats). If it makes it more spooky, all the gravestones were once real sims - only for other players they don't show as that.
