Whirling-in-Rags rebuilt
From Disco Elysium by ZA/UM, It's supposed to be Whirling (including the secret area), but it obviously isn't a 1:1 replica (especially since the Sims 4 doesn't natively support elevators). The original building had rather impossible geometry (outside and inside did not match). I think it could be considered a "Whirling-but-20-years-later" version of the building.
