Starter home for a family existing of 2 parents + toddler (when you start a game you get 2k extra for every extra Sim you add, so it's still in the budget). The house is also completely according to EA's restrictions, so no bb.moveobjects etc. I don't know about item count but since its a pretty small house it shouldn't have too many items.
