The Consulate Hotel is so named because it's based on the architecture of several embassies in London, which would have originally been extremely lavish townhouses. The upstairs of the hotel is empty; instead this is a functional lounge for your sims to visit. In spite of the old exterior, the bar and reception are very modern.
