Amidst the tall trees and remains of buildings lies the crumbling Tallender Apartments. Once a halfway-decent aparment building with cheap rent, the previous occupants have abandoned the old building for something a bit less, "earth friendly'. And even though the building is vacated, the top apartment, Apartment 23, is still full of life and laughter.
