Stairs weren't working, should be fine now. Thanks to the TOOL Mod by TwistedMexi I turned the island in Brindleton Bay into Starlight Island. I had no idea what to do with this lot as it's a ruin in game, so I just put dumpsters, a recycling machine and a few fitness items. It's basically just supposed to look good while going dumpster diving and fishing.
