For the most sims this is just the old StrangerVille lab, build before the big (hidden) lab. But for the sim looking for a cheap home, this is a perfect place to life. It even still got the fast internet from the days it was still used as labatorium, jackpot! Big downside: the lab was very filthy and all the cleaning in the world can't make it clean again.
