I literally just wanted to create my neighbourhood so I did. I worked for hours on this and I know there's problems with it. This is basically where I rent my student room, so you could use it as such if you want to (that's why there's fridges in the rooms on the second floor). The other three houses are just shells but I suppose if you get University you rent those to sims.
