My version of the Streamlet Single isn't a starter home anymore, but it's still reasonably priced. With the lot the cost stays under 30k. Idea was that this could be the first home after your sim has earned a bit of money and now has a baby on the way. It has the starter home feel and room for upgrades without being awfully empty like the original.
