The Rebels, also known as the Brotherhood is an organization that is based in the Riot District of San Myshuno. The group was founded by a few people who were marked as traitors against other gangs. According to the current Harbringer, the curse (or blessing from a certain view) that the group currently possesses was brought on by their predecessors when they struck a deal with the government for protection.
