Oswaldo has been the caretaker of the Peeping Mansion since it was build...in 1920. Some say he just ages well, other say it's the mansion that keeps Oswaldo and his mean little dog from aging. Whatever it is, he will keep pipes from leaking, the heat going when a snow storm hits and the lights on during a thunderstorm. Just don't think you'll get a friendly hallo from him.
