Kaeto Tsukuyo also known as "Road Rash", is a senior member and enforcer of the Del Sol chapter of the Hectic X light cycle gang. As of 2059, Kaeto is believed to be primarily responsible for the gang's rapid expansion into neighbouring cities and is believed to have personally overseen the founding of the San Myshuno chapter.
