You have two option to create a ghost. The first one is to go in the gallery and take a ghost that already exists and transform it as you wish. The second one is to, first, create a sims in CAS and place him/her in the world. Then you'll have to open the cheats menu (ctrl+shift+c) and enter the cheats: traits.equip_trait [Death] ( For example: traits.equip_trait cowplant).
